Yang Huanning, male, Han nationality, is a native of Shandong province. He was born in 1957, joined the CPC in 1977, and graduated from the Southwest University of Political Science and Law in 1983. He attended the graduate school of the theory department of the Party school of the CPC Central Committee in 1989. Yang held leading positions in the police force and the Ministry of Public Security, where he served as vice-minister until 2005. He is a member of the standing committee of the Heilongjiang Provincial CPC Committee.
