Liu Tinghuan, male, Han nationality, is a native of Liaoning province. He was born in 1942, and graduated from Liaoning Finance and Economics College. He has enjoyed a successful career at the People's Bank of China, where he served as director-general of the Dalian branch until 1985. He became vice-governor of the People's Bank of China in 2000.
