Liu Hongcai, male, Han nationality, is a native of Panshan County, Liaoning province. He was born in 1955, joined the CPC in 1979, and graduated from university. Liu acted as chief of the International Liaison Department of the CPC Central Committee until 1989. He began working at the International Department in 2000, and he was elected vice-minister in 2003.
