Li Haifeng, female, Han nationality, is a native of Hebei Province, Leting County. She was born in 1949 and graduated from Party School of CPC Central Committee. She had been Secretary of CYLC Central Committee Secretariat and Vice Chairman of the All-China Federation of Youth from 1978 to 1986 and Vice Governor of Hebei Province. Also, she was elected as member of the 5th and 6th CPPCC National Committee. Now, she is Member of 17th CPC Central Committee and Director of Overseas Chinese Affairs Office Of The State Council.
