Biography

Li Changcai, male, Han nationality, is a native of Hefei City of Anhui Province. He was born in 1950. Li was promoted as Lieutenant General in 2006 and served as Deputy Political Commissar of Nanjing Military Region from 2006 to 2007. Since 2007, he serves as Political Commissar of Lanzhou Military Region and he is currently a Member of 17th CPC Central Committee.
